The hotel has been a what's this already, back before construction on it resumed.
Rocket science is hard. Launching rockets on a schedule is even more hard. I was impressed when Burt Rutan timed the X-prize winning launch of SpaceShipOne to coincide with the anniversary of Sputnik (and some of its other flights were also on significant flight anniversaries too). It'd be quite an accomplishment to orbit a satellite, even a small one, on Kim Il Sung's 100th birthday, especially given their 0-2 track record with satellites so far.
