My guess was based on looking up Van Horn, TX and trolling through their historical facts website.

The Indian Era ended that same year with the last Indian battle to be fought in the State of Texas, occurring at Victorio Canyon, 25 miles north of town.

That's nearby, but text descriptions in Google of the thing at the coordinates I give mostly refer to it as being closer to town than that.

Yup. This one is Armadillo Aerospace, which is being funded by Jeff Bezos of Amazon fame. What's different about them is no one is drawing a salary -- it's an all-volunteer, almost all-part-timer effort. Who does projects like that! It's completely crazy! Oh, wait.
