This recipe does not scale up or down -- the cook time for the chickpeas wants to stay fixed but the cook down time will depend on the quantity. However, doubling the recipe and adding a little less than two cups of dry minute rice directly to the pot after 10 or 15 minutes works well and turns this into a one-pot meal. It might also be that adding minute rice or even regular basmati rice at the start works well enough to allow combining the rice with the spice mix during pre-trip prep, eliminating the need to measure rice at cook time.
